The baby could have Fetal Alcohol, or some neurological issues related to chemical abuse - maybe autistic, or have some other issues to do with chemical imbalances.
You need to find a pediatric neurologist - or contact a mental health practitioner to start some testing. Contact the school district as well as some of the pre-school services can start quite young - services usually consist of monitoring development, and providing some inhome therapies.

If it's been 8 months, if the baby was ever addicted, it isn't now. Some babies are just very vocal. However, if she did do drugs, it may have caused brain damage that could have caused the baby to have a disorder of some sort.

Your dad should really tell the peditrician that the mother used drugs while pregnant and explain to the doctor how she asks.. sometimes babies can just be like that! 8 months is about the time they get a lot of motor skills. If you're Dad wants testing maybe get a referal to a specialist who can send you guys to get the baby a blood test to see if she has some kind of chemical inbalance, and maybe just give you guys some vitamins and stuff (natural Chelation) for the baby (which may be able to draw out a certain substance if its still possible). Personally I wouldnt worry too much unless its a big health concern to the child. Try to wait till shes older to do all that if you can. Hope i made sense to you. Good luck, and have patience with the baby! They're still just learning and very fragile.
EdIT: Oh and another since there was drug use while the mom was pregnant, the baby may have hyperactivity, Very speech delayed and may have ADHD.
The only thing you'll notice right now is hyperactivity, until she gets older.
I know a some close ppl whose mothers used drugs through the whole pregnancy and they were fine, they're grown up now and already have their ideal career! So it can go either way.
