		<description>Legal?  I tried to cash a check at my bank yesterday and
they couldn&#039;t do it.  They didn&#039;t have the money!  And guess
what, I researched on line their responsibilities, and presto!
They don&#039;t REALLY have to cash the check.  Now, here you
owe the doc some money, and you want credit for more 
service, and they don&#039;t feel OBLIGATED to give it to you?
Hmmmmm....... boo hoo.  Do YOU work for FREE?</description>

		<description>Yes it is legal.  If you can&#039;t pay all of it then you need to pay at least 5 or 10 a month on the bill.  If they are private practice they can refuse to see you weather you have paid the bill or not.</description>
