If not an emergency, then yes. They also have the right to fire you as a patient.

Legal? I tried to cash a check at my bank yesterday and
they couldn’t do it. They didn’t have the money! And guess
what, I researched on line their responsibilities, and presto!
They don’t REALLY have to cash the check. Now, here you
owe the doc some money, and you want credit for more
service, and they don’t feel OBLIGATED to give it to you?
Hmmmmm……. boo hoo. Do YOU work for FREE?

If they are in Private Pratice they can,
but most don’t do that. If you can’t pay
go to a free clinic.

Yes it is legal. If you can’t pay all of it then you need to pay at least 5 or 10 a month on the bill. If they are private practice they can refuse to see you weather you have paid the bill or not.
