My brother in law had this with both his bottom eye lids. My mother in law jokes it was because he was such a cry baby. He had to see a specialist too and they ended up having to do a minor surgery to his eye lids to fix the problem. I can't remember everything they said they did or the details, I just know that they surgically fixed it. Sorry I am not much help. Yes actually.
