This is a delicate matter, you should not jump to the conclusion of heart disease if these are the only two symptoms. The normal heart rate in a 10 yo is around 95 beats per minute. If the child is running a fever this can affect the heart rate by speeding it up. You should take the child to the doctor to find out what is causing the fever first. The doctor will listen to the heart and will be able to tell if there is something more. If there are more symptoms then I would dig deeper, but for fever and increased HR dont worry just yet.

The fever is most likely from an infection (upper respiratory infection, ear infection etc.). Fever causes an increased heart rate. Go see a doctor to find out what is causing the fever.
